Foster Housing Construction
The Central Province, with a population of 2,558,716 across its three districts, is the second most populated province in the country. Although the Department of Housing continues to provide state-funded housing assistance to low-income families selected from 41 Divisional Secretariat Divisions in the Central Province, housing development in the region does not yet appear to have reached a significant level.
To bridge the gap in the challenges faced by low-income families, this program aims to identify financially capable donors who are interested in social service. The objective is to provide necessary support to selected low-income families to construct a house through the financial, material, or labor contributions of these donors.
Criteria
Low-Income Household: Must be a confirmed low-income family unit.
No Permanent Housing: The family must not currently own a permanent house.
Special Needs / Disability: Priority is given to families with members having special needs or permanent disabilities.
Permanent Residency: The family unit must be permanent residents of the relevant GN Division (Wasama).
Vulnerable Family Structure:
Female-headed households.
Widowed mothers with school-going children.
Families with female children.
Proof of Land Ownership: The applicant must be able to provide acceptable confirmation or documentation proving ownership of the land.
Social Welfare Beneficiary: Preference is given to recipients of government assistance such as Aswesuma, Samurdhi, or Elderly Allowances.
For the year 2026, Mrs. K.W.G.S. Kumari Dharmarathna (bearing NIC No. 947542974V), residing at No. 1/3/3, B, Hiddawulla, Handessa, has been selected for the construction of a sponsor-funded house in the Hiddawulla West Grama Niladhari Division of the Udunuwara Divisional Secretariat Division.
Mrs. Sunethra is 32 years old and is a married mother of two children. Her husband has abandoned the family. Her elder daughter is studying in the 7th grade, and the younger son is in the 4th grade. This family receives a monthly Aswesuma benefit of Rs. 17,500.00.
They own a 07-perch plot of land, the original ownership of which belongs to the Land Reform Commission. Their current dwelling is a small wattle-and-daub house roofed with tiles and corrugated iron sheets, consisting only of a living room and a kitchen. This house is in a condition unfit for habitation. Mrs. Sunethra’s parents also live in a wattle-and-daub house situated behind their home.
